Get on any bus headed towards Morioka Bus Center （usually these can be found at bus stop #5 and #6）, and get off at the stop “Kencho Shiyakusho Mae （Front of Prefectural Office and City Hall）”. - Walking from the station: Around 20 min
Starting from the Morioka Station east exit, cross Kaiun Bridge and head down Odori Street. When you reach San Building, turn left and walk 150 meters to the Morioka Courthouse. There, turn right and walk 180 meters. The Prefectural Office will be the tall grey building on your left.
