Certificate of Eligibility for a Status of Residence

Immigration inspections ( >> Disembarkation) are carried out upon disembarkation in Japan in order to determine both that the stated purpose of entry has not been falsified, and that the foreign national personally meets the conditions set out by the Japanese government for entry into Japan. Certificates of Eligibility, issued prior to departure for Japan, are designed to make this process smoother.

Certificates of Eligibility for a Status of Residence are proof that applicants with a stated purpose of entry other than “short term visitor” or ”permanent resident” meet the Japanese government's conditions of entry. Applications for Certificates of Eligibility for a Status of Residence are generally made by a representative of the applicant, at the local immigration bureau with jurisdiction over the area where the applicant will reside. For applicants wishing to reside in Iwate, applications should be made at the Sendai Regional Immigration Bureau, or the Morioka Branch Office ( >> Immigration Offices). Applications to the immigration bureau may be processed by an administrative solicitor (gyosei shoshi) authorized by the Minister of Justice. According to Japanese regulations, only specified persons may act as representatives of applicants.

Application forms should be accompanied by supporting documents. A variety of documents may be required depending on the status of residence sought (>>Status of Residence and Duration of Stay). In some circumstances additional documentation may be requested.

Visa and immigration procedures have been tightened due to increasing numbers of illegal immigrants, so we strongly recommend that you organise a Certificate of Eligibility for a Status of Residence in advance. It can take up to several months to process applications, depending on the circumstances of individual applicants, so please allow plenty of time. Once the certificate has been issued the representative should send it to the applicant by mail as soon as possible. (Certificates are only valid for 3 months.) The certificate should be submitted when applying for a visa and during the immigration inspection.
