Japan draws a distinction between “entry” and “disembarkation”. “Entry” refers to the act of entering Japanese territory or territorial waters, whereas “disembarkation” means to actually “land” or arrive in Japan. Visas are a kind of “recommendation letter” allowing entry into Japanese territory but not guaranteeing the right to disembarkation. When disembarking at a Japanese airport or seaport you will be screened by an immigration officer. It is only once you have a landing permission stamp in your passport, that you are officially permitted to disembark in Japan (>>Status of Residence and Duration of Stay). Japan’s Immigration Control Act (Immigration-Control and Refugee-Recognition Act) determines status of residence and duration of stay according to the purpose of foreign nationals’ activities in Japan. Under certain circumstances “Special Landing Permission” may be permitted to crew and passengers of air and sea vessels that call temporarily at a Japanese port of entry. (Permission for Landing at Port of Call: up to 72 hours; Permission for Landing in Transit: up to 15 days; Transit Pass: up to 3 days.)
