Traffic rules have been mainly established in order to guarantee the safety and sooth flowing of traffic. One characteristic of the Japanese road system is that, apart from the highways, all roads are in places where people reside or lead out their daily lives, resulting to a situation where many roads cross and are a mixture of cars, bicycles and pedestrians.

For this reason and in order to maintain an orderly traffic system and to avoid accidents, traffic infringements are dealt with strictly. Depending upon the infringement, penalties range from fines to the suspension of driver’s licences, with particularly harsh punishment accorded to those who dangerously and maliciously speed and drink under the influence of alcohol, etc.

It is not only motorists, but also pedestrians and cyclists who are expected to follow the rules, obeying traffic signals and road signs and ensuring that they do not cause trouble for other road users.
