The national health insurance scheme is implemented by local municipal bodies, and is aimed at everyone who is not already enrolled in the social insurance scheme.

Foreign nationals may enrol for national health insurance if:
(1) they have completed alien registration ( >> Alien Registration Procedure ).
(2) their status of residence ( >> Status of Residence and Duration of Stay ) is for over 1 year.
*Students who expect to be in Japan for over 1 year are eligible to enrol.
*National health insurance contributions will vary according to the municipal body, so please enquire at your local municipal office for details.
(Ex:) Annual national medical insurance contributions in Morioka =a+b+c+d
   (a) annual income – basic reductions (330,000 yen) × 9.3%
   (b) fixed assets tax payment × 28%
   (c) 26,400 yen per insured
   (d) 29,300 yen per household

Persons between 40 and 64 years of age are covered as secondary insured parties under the nursing insurance system. Their contribution is comprised of a medical and a nursing portion, and paid as a single tax.

(Ex:) National insurance nursing portion contribution in Morioka = a+b+c+d
   (a) annual income – basic reductions (330,000 yen) × 2.3%
   (b) fixed assets tax payment × 4.3%
   (c) 6,400 yen per insured
   (d) 6,700 yen per household
