Prefectural housing is housing built by Iwate Prefecture with low monthly rents aimed at low-income earners who are having trouble finding accommodation.

Rent is determined according by a number of criteria, including the size, location and age of the property, and the tenant’s income.

Applications are accepted five times a year, (March, May, July, September, and November). However, due to the recent increase in the number of applicants, tenants are determined by lottery. [Eligibility Criteria-as at 2006]
1. The applicant is currently living with family members, or is intending to be accompanied by family members. In some cases a single person may be considered. For single applicants, please make an enquiry.

2. The applicant is experiencing problems with current accommodation.

・current housing is deteriorating with age, too small and does not meet normal housings standard.

・the applicant has been asked to vacate current housing, or rent is too high, etc.

3. The applicant’s income must satisfy the income standards.

・The total income of all cohabitants must be outside the set standard.

・In general, total income must be under 200,000 yen / mon. Households with senior citizens, or people with disabilities must have an income of less than 268,000 yen / month in order to meet the application criteria.

2. Documentary evidence of income (one of the following)
 1) previous year’s certificate of income ( >> Payment of Taxes Statement)
 2) record of taxes withheld ( >> Income Tax )
 3) pay slips (certificates of salary)

3. Alien Registration Card or Alien Registration Completion Certificate ( >> Alien Registration Card ) (for Japanese nationals, resident card is required instead)

4. Other documents as requested

◇ Those who win the draw to obtain Prefectural housing will be issued an acceptance certificate. Please follow the instructions on the certificate and submit the contract.
◇ Please pay the refundable deposit, which is equivalent to 3 months’ rent.
◇ Please appoint a guarantor.
◇ Please attach a personal seal certificate of the person who will act as your guarantor.

Note: The guarantor is responsible for paying rent and other arrears if the tenant fails to do so.
