| Committee for the Promotion of Cooperative International Research Projects on Marine and Coastal Environment: Outline of Establishment |
| Article 1 (Establishment) | |
| The Committee for Promotion of Cooperative International Research Projects on Marine and Coastal Environment (hereinafter termed the "Committee") shall be established with the aim of effectively promoting the Cooperative International Research Project on Marine and Coastal Environment (hereinafter termed the "Project"). | |
| Article 2 (Proper articles) | |
| The proper articles of the Committee shall be
as follows 1. Matters concerning the coordination of Project plans. 2. Matters concerning the guidance, advice and progress management of Project plans. 3. Matters concerning the evaluation, etc., of Project results. 4. Matters concerning liaison coordination of the Project. 5. Other matters concerning Project execution. |

| Article 3 (Commision) | |
| The Governor of Iwate Prefecture will commission members from among researchers and external specialists of participating institutions. | |
| Article 4 (Organization, etc.) | |
| 1. One chairperson and one deputy chairperson
shall be appointed for the Committee. 2. Committee members will select a chairperson and deputy chairperson by mutual election. 3. The chairperson shall preside over Committee meetings, and supervise Committee business. 4. The deputy chairperson shall assist the chairperson, and in the event that the chairperson or the chairperson is unavailable or is absent, shall act in that capacity. |

| Article 5 (Meetings) | |
| 1. The Governor of Iwate Prefecture shall convene
Committee meetings whenever necessary. 2. If it deemed necessary, the Governor of Iwate Prefecture can request the presence of interested parties at Committee meetings. 3. General affairs of the Committee shall be processed in the specific regional promotion office of the Iwate Prefecture Planning and Promotion Department |

| Article 6 (Obligation to maintain confidentiality) | |
| Persons who attended a Committee meeting must not disclose to others any of the confidential information that they obtained in the meeting. | |
| Article 7 (Supplementary rules) | |
| Apart from matters stipulated in this outline, Committee operation and other necessary particulars shall be stipulated separately. | |

| This outline shall be effective from July 26, 1999 | |
